Desperate Measures: Ukraine’s Controversial Deal to Free Civilians from Russian Jails

You know the story: Russia has been illegally detaining Ukrainian civilians, holding them hostage in a desperate attempt to gain leverage. But now, Ukraine is making a bold move to get its people back.

Last month, Kyiv released dozens of Ukrainians convicted of collaborating with Russia, sending them to Moscow as part of a prisoner exchange. The catch? These Ukrainians weren’t exactly thrilled about the deal – they were given the option of being sent to Russia as part of a government scheme, a move that’s raising eyebrows among human rights groups.

“It’s a desperate situation,” says Onysiia Syniuk, a legal analyst at Zmina, a Ukrainian human rights group. “We all want those detained in Russia to come home, but this solution feels wrong.”

The program, dubbed “I Want to Go to My Own,” is a last resort, fueled by the desperate need to bring home thousands of Ukrainians who have been snatched, detained, and often disappeared in occupied territories. Some of these detainees have been held for years without charges or trials, their fates unknown.

But the program is also a gamble. Human rights groups are warning that it could put more Ukrainians at risk, potentially encouraging Russia to snatch even more civilians. They argue that civilians, unlike prisoners of war, should be unconditionally released – not traded.

The Ukrainian government, facing intense pressure, is clinging to hope. They’ve rallied international allies to demand Russia’s release of the civilians, even attempting to negotiate their return through third countries.

But the clock is ticking. For the families of the missing, the program offers a sliver of hope, even if it comes with a hefty price. Is it a necessary evil, or a dangerous gamble? The answer, for now, remains shrouded in uncertainty.
